Why Pretreatment Matters
Required by Code. Critical for Closing.
Virginia is one of the highest-risk states in the country for subterranean termite activity — which is why the Virginia Uniform Statewide Building Code requires termite pretreatment for new residential construction before a certificate of occupancy can be issued. For FHA and VA loans, the HUD-NPMA-99B New Construction Subterranean Termite Service Record must be submitted as proof of treatment before closing.
Pretreatment is the most cost-effective termite protection available. Treating the soil before concrete is poured creates a complete, unbroken chemical barrier between the ground and the structure — something that is significantly more difficult and expensive to achieve after construction is complete. A properly performed pretreatment with Termidor provides long-lasting protection from day one.
Key Requirement
For FHA and VA loans, the HUD-NPMA-99A (Builder Guarantee) and HUD-NPMA-99B (Pest Control Service Record) must accompany the loan package. US Pest Control provides the HUD-NPMA-99B same-day. The builder is responsible for the HUD-NPMA-99A.
Our Pretreatment Process
How Soil Pretreatment Works.
01
Schedule Before Pour
Contact us before your concrete pour date. For slab construction, we must treat the soil under the main slab before concrete is poured. We schedule to fit your construction timeline.
02
Pre-Pour Soil Treatment
We apply Termidor SC at the label-prescribed rate to all soil areas beneath the slab footprint — typically 1 gallon of dilute termiticide per 10 square feet of slab area, per label requirements.
03
Perimeter Treatment
After backfill is completed, we treat the exterior soil along the foundation perimeter — creating a continuous chemical barrier between the ground and the structure.
04
Additional Areas
Bath traps, expansion joints, and any other required treatment areas are addressed per the Termidor label directions. We make as many site visits as needed to complete treatment properly.
05
HUD-NPMA-99B Issued
The completed service record documenting the termiticide used, date of treatment, EPA registration number, dilution, and volume applied is issued same-day and delivered to the builder.
About Termidor
Why We Use Termidor.
Termidor (active ingredient fipronil) is the most trusted and widely used termiticide in the pest management industry. Its transfer effect means termites that contact the treated soil carry it back to the colony — eliminating far more than just the individuals that contact the barrier directly. For pre-construction soil treatment, Termidor creates the most reliable, longest-lasting protection available.
We use Termidor because it is the right product for Virginia's termite pressure — not because it is the cheapest or easiest option. Your new home deserves the best available protection from day one.
✓ EPA Registration No. 7969-210
Termidor SC is a registered, approved termiticide meeting all EPA and Virginia regulatory requirements for pre-construction soil treatment.
✓ Transfer Effect Technology
Termites carry Termidor back to the colony — eliminating populations far beyond the treated zone.
✓ Undetectable by Termites
Unlike older repellent termiticides, termites cannot detect or avoid the Termidor barrier — ensuring complete protection.
✓ Industry Standard of Care
Termidor is the most widely specified termiticide by pest management professionals and is accepted by all major lenders and building code authorities.
✓ Long-Lasting Protection
Properly applied Termidor soil treatment provides long-lasting residual protection — not a seasonal product that breaks down quickly.

Construction Types
We Treat All Construction Types.
Pretreatment requirements and timing differ by foundation type. We are experienced with all residential and light commercial construction in the Richmond area.
🏗️
Slab Foundation
Requires two primary treatment visits — soil treatment under the slab before concrete is poured, and perimeter treatment after backfill. Bath traps and expansion joints are treated separately per label requirements.
🏠
Crawl Space
Soil treatment under the crawl space and along the foundation perimeter. Crawl space construction allows some flexibility in treatment timing relative to the concrete pour.

Common Questions
New Construction Pretreatment
FAQs.
Is termite pretreatment required for new construction in Virginia?
Yes. Virginia's Uniform Statewide Building Code requires termite pretreatment for new residential construction in most areas of the state before a certificate of occupancy can be issued. For FHA and VA loans, the HUD-NPMA-99A builder guarantee and HUD-NPMA-99B pest control service record must be submitted before closing.
What is the HUD-NPMA-99B and why does my lender need it?
The HUD-NPMA-99B is the New Construction Subterranean Termite Service Record completed by the licensed pest control company. It documents the type of treatment performed, the termiticide used (including its EPA registration number), the dilution rate, the volume applied, the date of treatment, and the technician's certification information. It is required for FHA and VA loan closings as proof that code-required termite pretreatment was properly performed.
What is the difference between the HUD-NPMA-99A and HUD-NPMA-99B?
The HUD-NPMA-99A is the Builder's Certification and Guarantee — completed and signed by the builder or general contractor. The HUD-NPMA-99B is the Pest Control Service Record — completed by us (the pest control company). Both forms are typically required together for FHA and VA loan transactions. US Pest Control provides the 99B; the builder provides the 99A.
When do you need to be on-site for a slab treatment?
For slab construction, we must treat the soil under the main slab area before the concrete is poured. This is a time-sensitive window — contact us as soon as you know your pour date. For perimeter treatment, we return after exterior backfill is completed. We make as many site visits as needed to complete treatment properly.
How much does new construction termite pretreatment cost?
Pricing is based on the square footage of the structure and the number of site visits required. We provide quotes over the phone or on-site. Call 804-788-0800 to discuss your project.
Can you handle pretreatment for a subdivision or multiple lots?
Yes. We work with builders on subdivision-scale projects — coordinating treatment across multiple units and lots to keep the entire project on schedule. Builder program accounts receive priority scheduling and streamlined documentation. Call 804-788-0800 to set up a builder account.
Do you also provide termite protection plans after construction?
Yes. After the initial pretreatment, we recommend enrolling in a Termite Protection Plan — annual monitoring and retreatment coverage that keeps the home protected long-term. This is something you can offer buyers as an added value feature on your completed homes.
